Institute of Public Sector Management is a project sponsored and financed by Ministry of Human Resource Development, Govt. of India, through the All India Council for Technical Education.  This is a specialised institution catering to the research, training and consultancy needs of the public sector in India.  The AICTE sanctioned a total of Rs.26.05 lakhs through two different phases of assistance.  An Advisory Committee is formed by the university with Vice-Chancellor as the Chairman.  Members include the Chief Executive Officers of all the public sector organisations located in Visakhapatnam.  Prof. V. Balamohandas is the Director of the Institute.  Prof. D. Panduranga Rao and Prof. B.J.Stanley are the Co-Director and the Joint Director.

      The Institute is strengthened by an exclusive library on Public Enterprise named as  “Professor V.V. Ramanadham Library on Public Enterprise” consisting of an excellent collection of books, research papers and other literature on Public Enterprise in different parts of the world.  The books are donated by Prof. V.V. Ramanadham, an authority on Public Enterprise, who has served as Co-ordinator of UNDP Special Team on Public Enterprise.

      The Institute organized several seminars on Public Sector Management in different areas. It has encouraged and continues to encourage research leading to Ph.D., in the area of Public Sector.  The Institute has done a major consultancy project on ‘Counselling of Project Affected Persons of NTPC'.

      An MOU has been signed with Institute of Insurance Education & Research, Hyderabad for offering Training to potential agents, Officers in Insurance Companies and taking up research in the area of insurance.  The IRDA has permitted the offering of training classes under the IRDA Act vide its letter 27 th Aug. 2002.

Objectives of IPSM:

• Organizing Seminars/Symposia and Workshops in the area of Public Sector Management.


• Offering Certificate Courses in different functional areas of management with relevance to Public Sector Enterprises.


• Conducting short-term Training Programmes with emphasis on HRD for executive and non-executives of Public Sector Units and departments of Central and State Government.


• Undertaking consultancy and Research studies.
